On the shoutbox, there is no information or action taken if your message is too long. This functionality is available when writing messages through the message system but it would be quite nice if it were implemented in the shoutbox as well.

Maybe put a maxlength attribute on it for starters, to prevent typing messages that get too long.

There's not enough room for a counter, but you will be informed now that your message is to long when you try to shout something.

I have to agree with Jaff. I've overflowed that box before too. It would be nice to have some way of knowing that we've overflowed before actually posting the comment in the box.

Is it possible to change the entry box so that once we've hit the max chars it just stops and doesn't let us type more?

Yeah but I always notice that when it's to late. I already typed my life's story by the time I figure out you can't type any more.
